Design and Construction Services

Our Design and Construction (D&C) Services provide owners with a thorough third-party review throughout the design and construction of a project. The D&C services include the following:

Feasibility Study
H&C can assess the feasibility of a proposed development for a given location. H&C will review the applicable regulatory standards applicable to the site and provide comment on any significant barriers to development.

Design Review
H&C can perform a comprehensive review of the construction drawings, specifications, budget and schedule to aid in the coordination and completeness of the project documents. A typical Design Review includes:

  • Review of interim and/or construction drawings and specifications.

  • Issuance of a list of comments observed within the drawings or specifications. These comments typically include: coordination items between design disciplines, missing or incomplete information, design commentary and recommendations.

  • Review of development budget.

  • Review of bid documentation along with all supporting documentation, including the contractors qualifications and exclusions.

Construction Monitoring
H&C will perform periodic site visits (typically once a month) to observe the status and quality of construction throughout the entire project. H&C will also attend the owner, architect and contractor (OAC) meeting at least once a month. After each site visit, an observation report is issued to document the overall status of the project including the project scope, budget, schedule. The report includes the following information:

  • A narrative description and photo documentation of the status and quality of the ongoing construction work.

  • Review of the contractor’s monthly application for payment to assess if the values billed are commensurate with the work complete.

  • Documentation of potential issues that could impact the project including project costs, construction scheduling, and critical path scope items.

  • Evaluation and tracking of proposed and executed change orders.

  • Tracking of the overall development budgeting including hard and soft costs and all supporting documentation.

Project Closeout
Once the project is complete H&C will track the punch list process and gather all required documentation prior to the release of the contactor retainage. H&C will issue a closeout report with the final status of the budget and construction.
